Health & Saftey Policy

1. Policy Statement

Frakt Haulage UK is committed to maintaining the highest standards of health, safety and welfare for all persons affected by our operations, including employees, subcontractors, clients, and the general public.

Although we operate as a transport broker rather than a direct haulier, we recognise our responsibility to ensure that all work arranged on behalf of clients meets the safety expectations of the Health and Safety at Work etc. Act 1974, and aligns with best practices in construction logistics and transport management.

2. Legal Compliance

This policy is underpinned by compliance with key UK health and safety legislation, including:

  • Health and Safety at Work etc. Act 1974

  • Management of Health and Safety at Work Regulations 1999

  • Provision and Use of Work Equipment Regulations (PUWER) 1998

  • Lifting Operations and Lifting Equipment Regulations (LOLER) 1998

  • Construction (Design and Management) Regulations 2015 (CDM 2015)

  • The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) 2013

  • The Control of Substances Hazardous to Health (COSHH) 2002

  • The Road Traffic Act 1988 (as applicable to transport and haulage)

3. Risk Assessment and Control

Frakt Haulage UK ensures that activities we coordinate are properly risk assessed. This includes:

  • Requiring subcontractors to carry out task-specific Risk Assessments and Method Statements (RAMS)

  • Identifying site-specific hazards such as vehicle movements, uneven ground, lifting operations, or time restrictions

  • Collaborating with clients to understand any additional risks from site activities (e.g. live trackside works, confined spaces, working near excavations)

  • Reviewing subcontractors’ RAMS for suitability and alignment with project scope

  • Encouraging dynamic risk assessment where conditions change on site

Typical construction-related risks we monitor through our coordination include:

  • Reversing vehicles in confined or shared access zones

  • Working on or near live construction or rail infrastructure

  • Crane/HIAB operations requiring lifting plans and LOLER compliance

  • Load security and manual handling risks

  • Interaction between HGVs and site personnel

4. Responsibilities

Frakt Haulage UK (Management)

  • Conducts checks on subcontractors for insurance, licensing, and health & safety compliance

  • Reviews and requests RAMS where appropriate

  • Communicates any known site-specific risks to hauliers and clients

  • Monitors incidents and investigates where necessary

  • Reviews this policy regularly to ensure it reflects current best practice and legislation

Subcontractors:

  • Are responsible for ensuring their drivers and operators are trained, competent, and qualified

  • Must provide site- and task-specific RAMS as required

  • Are expected to follow safe loading, lifting, and traffic management practices

  • Must report all incidents or near misses related to jobs booked via Frakt Haulage UK

5. Training and Supervision

Frakt Haulage UK will ensure that:

  • Any personnel involved in coordinating logistics have a basic understanding of construction site safety and risk assessment

  • Subcontractors provide evidence of driver training, qualifications (CPCS/NPORS where required), and safety briefings

  • Subcontractors have procedures for checking licences, vehicle maintenance, and load securing

6. Health and Welfare

Although we do not operate our own fleet or depot, we expect all subcontractors to provide:

  • Suitable welfare facilities (toilets, washing areas, drinking water) on vehicle or site

  • Rest breaks in accordance with the Working Time Regulations 1998

  • Provisions for first aid and emergency communication

7. Incident Management

All incidents, near misses or unsafe acts must be reported to Frakt Haulage UK. We will:

  • Log and review all reports

  • Assist in investigations alongside the subcontractor or client

  • Update our practices or subcontractor selection criteria based on findings

8. Policy Communication and Review

This policy is issued to relevant stakeholders including clients and subcontractors. It is reviewed:

  • Annually

  • After any significant incident

  • When changes occur in operations or legal obligations
